MLBPA Proposes Changes to MLB Draft Structure

The Major League Baseball Players Association (MLBPA) has responded to the recent draft proposal from Major League Baseball (MLB) with its own set of recommendations. Submitted on July 21, the MLBPA's proposal aims to maintain a 20-round draft that includes high school and junior college players, in contrast to MLB's suggestion to eliminate these categories.

MLB's proposal included significant changes, such as instituting a draft for international players, reducing the bonus pool for both domestic and international selections, and limiting the draft to 12 rounds. The players' union, however, wants to keep the current draft structure and allow players to enter the draft after their sophomore year, regardless of age requirements.

In terms of financial considerations, the MLBPA seeks to keep the existing bonus pool system, advocating for its growth in line with league revenues. They propose that small-market teams could increase their bonus pool by up to $2 million in a single draft over the next five years, with an additional $1 million for playoff-qualifying teams.

The MLB's proposal included the elimination of competitive balance picks, but the MLBPA aims to retain them, ensuring that small-market teams receive a pick in either round A or round B. Additionally, the players' association is advocating for reduced tax penalties for teams exceeding their draft pool, allowing them more flexibility to compete with college NIL deals.

The MLBPA also suggests moving the draft from July back to June and allowing the trading of first-round picks up until two hours before the draft begins. This change would revert to a previous schedule that was altered in 2021 to enhance fan engagement during the All-Star break.

Notably, the MLBPA's proposal does not address the international player draft that MLB has introduced, indicating a potential area for further negotiation.
